CEA's guidelines apply to salespersons facilitating residential rentals whether they represent the landlord or the tenant. Annex A requires each salesperson to keep his own record of the checks and submit copies to his estate agent. Its declaration is that the salesperson has conducted the checks and kept the necessary records. Representation of the tenant is therefore not an exemption, and another salesperson's assurance cannot justify declaring that unperformed checks were performed. This question concerns the salesperson's verification duties, not whether the proposed occupants satisfy every HDB rental condition.

Clause 4.8 allocates the contractor's charge-out rate to the tenant when the landlord's contractor attends to a tenant-reported maintenance requirement and no fault or defect is found. It separately covers faults attributable to the tenant or the tenant's visitors. The no-defect limb applies here without a further requirement to prove that the tenant caused damage. Booking the appointment does not override the allocation, and the clause does not require equal sharing.
