MOM's dormitory setup guidance announces that, from 1 October 2026, FCD IPNO applications should use the new IPNO Portal on GoBusiness. It describes a single submission channel to the relevant agencies, not abolition of agency scrutiny or automatic permission. The question is explicitly about the announced future arrangement, not an assertion that it was already in force on 12 September. An address-registration service and a FEDA licence application are not the specified IPNO submission route.

ICA identifies three separate checks: inspect the original immigration or work pass, cross-check its particulars against the original passport, and verify pass validity with the issuing authority. The first two have been performed, but inspection of an unexpired-looking document is not the third check. MOM is the relevant issuing authority for a work pass. Employer reassurance does not replace that verification, and ICA is the authority specified for immigration passes such as Student's Passes and Long-Term Visit Passes, not work passes.

Set A1 licence condition 3.4 prohibits the licensee from imposing financial penalties on residents for house-rule breaches or other reasons unless allowed or directed by the Commissioner. The stated exception is absent. Resident signatures, repeated misconduct and the intended use of the money do not satisfy that exception. The issue is the proposed financial punishment, not whether residents should keep the kitchen tidy.

CEA requires verification of pass validity and retention of the result, not merely an attempt to access a database. An Invalid result cannot be recorded as a successful confirmation. MOM advises the pass holder to ask the employer to use WP Online or EP eService to check and rectify the cause. The salesperson should preserve the result and resolve current status through the proper channels rather than rely on an assurance about future action. An adverse result for one work pass is not evidence that the person can never hold any other lawful immigration status.

MOM's SGWorkPass FAQ distinguishes the digital QR code used for verification from the barcode used for FIN-based entry at places such as workplace gantries. Service providers can scan the digital QR code with their SGWorkPass app to view the pass details. The salesperson should use that verification function, assess the official response and keep the required evidence. A FIN barcode or gantry admission does not supply the prescribed pass-validity result. The original-pass and passport checks and face-to-face identity matching required by CEA remain separate requirements.
